This bracket repositions the PSU right up against the side panel. You could do the same with standoffs, but this bracket looks cleaner and provides a much more secure fit. If you're planning to install a fan above the PSU, you can choose to lower the PSU slightly to create more clearance.
If you want to mount a 25mm fan above the PSU, this bracket is essential-unless you already have proper standoffs. Using standoffs for both horizontal and vertical offset tends to leave the PSU feeling a bit unstable.
The standard offset for this bracket is 22mm horizontally and 17mm vertically. This setup is designed for mounting a 25mm fan above both the PSU and GPU.
